My name is Ken Kagan. I focus my law practice on the defense of professionals facing licensing actions.

I earned my Bachelors Degree in Political Science from the University of Kentucky in 1978. I graduated from the University of Puget Sound School of Law (now known as Seattle University) in 1982, and became a licensed attorney in the State of Washington that same year. I am also licensed to practice law in the US Supreme Court, the US District Court for the Western District of Washington, the US Court of Appeals in the Second and Ninth Circuits, the US Court of Appeals for the Armed Forces and the Army Court of Criminal Appeals. I am a member in good standing with of the Washington State Bar Association, the King County Bar Association and the Washington Association of Criminal Defense Lawyers.

My office is in Bellevue, and I regularly represent clients in courts throughout the State of Washington. During my 40 years of law practice, I have accumulated significant experience and expertise. I have extensive trial and appellate experience. This experience includes both public and private sector work, and significant trial and appellate work in state and federal courts. I also have years of experience before state administrative agencies.

I spent the first twelve years of my career practicing exclusively criminal defense. I led or worked on numerous published appellate court decisions in my career. My work in the case of City of Seattle v. Mesiani, 110 Wn.2d 454 (1988) resulted in the Supreme Court of Washington declaring that DUI roadblocks are unconstitutional.

I also served frequently as a judge pro tempore (a substitute judge) in many courts in Washington State. This experience gave me the perspective of a sitting judge, which I believe contributes significantly towards my effectiveness as an advocate for my clients.

During my career, I have practiced substantially in the areas of professional licensing and discipline, criminal law, legal ethics and professional responsibility, appellate advocacy, complex civil litigation and administrative procedure.

In 1994 and 1995 I served as Disciplinary Counsel to the Washington State Bar Association. This is the department of the Bar Association vested with the authority and responsibility for reviewing, investigating and prosecuting grievances about the ethical conduct of lawyers licensed to practice law in Washington State. This experience gave me an insider's perspective on the professional license discipline process for lawyers and served as a strong foundation for my practice since them.

I currently represent licensed professionals in Washington State across a spectrum of professions, and have developed a deep understanding of the nuances of each profession. My clientele includes, or has included, attorneys, physicians, dentists, psychologists, therapists, nurses, other healthcare providers, accountants, realtors, appraisers, and architects. I understand the administrative process used by each profession's licensing board. I also understand the stress, fear and uncertainty that facing professional discipline can cause, and I work with my clients holistically towards achieving the best possible outcome.
